RALEIGH, (AP) — North Carolina's auditor says contracts that the state's health and human services agency projected would help find and collect millions of dollars in Medicaid overpayments are not living up to high expectations.

State Auditor Beth Woods's office issued a report Thursday looking at contracts that paid $23 million to four companies over a year and a half ending in January.

Software by IBM and SAS Institute were projected to uncover fraud and abuse amounting to $80 million.
The auditor says the IBM contract has recovered $427,000 and the SAS deal had recovered nothing by the start of this year.

The Department of Health and Human Services says its employees needed time to get up to speed with the software, but that the watchdog efforts will pay big returns later.
