Legislature's Competing Tax Reform Proposals Take Shape PDF Print E-mail

RALEIGH, (AP) — House and Senate Republicans are providing more details about their competing plans to overhaul North Carolina's tax system.

 
Senate GOP leaders rolled out a bill Thursday that largely follows the framework they offered three weeks ago and would greatly expand the number of services subject to the sales tax.
 
The measure also contains lower sales and income tax rates but now attempts to address criticisms that the changes would require more low- and middle-income families to pay higher taxes.
 
Earlier Thursday, the House Finance Committee began debating the chamber's Republican plan, which would also lower rates but only expand the sales tax base slightly.
 
No votes were taken on either plan or on a third proposal in the Senate that more closely aligns with House GOP proposal.

Audit: State Medicaid Claims System Untested And Flawed PDF Print E-mail

RALEIGH, (AP) — An audit of the North Carolina Department of Health and Human Services says it has failed to fully test a new $484 million computer system scheduled to begin processing Medicaid claims on July 1.

 
The report issued by the office of State Auditor Beth Wood raises serious questions about the process used to affirm the complex NCTracks software will be ready to handle the more than $12 billion in Medicaid claims paid by the state each year.
 
NCTracks is being developed under a contact with Computer Sciences Corporation. The system was originally set to go live in August 2011 at a cost of $265 million.
 
In a written response, DHHS Secretary Aldona Wos agreed with the audit's key findings and said the agency is working hard to address the issues.
