WASHINGTON (AP) — A top senator says President Barack Obama and NASA are planning for a robotic spaceship to lasso a small asteroid and park it near the moon. Then astronauts would explore it in 2021.

Sen. Bill Nelson of Florida said the plan would speed up by four years the existing mission to land astronauts on an asteroid by bringing the space rock closer to Earth.

Nelson, who is chairman of the Senate Science and Space Subcommittee, said Friday that Obama is putting $100 million for the accelerated asteroid mission in the 2014 budget that comes out next week. The money would be used to find the right small asteroid.

Nelson said this would help NASA develop the capability to nudge away a dangerous asteroid heading to Earth in the future.

WASHINGTON (AP) — Federal investigators say as much as $700 million in federal aid intended to help some 24,000 Louisiana families elevate their homes after Hurricanes Katrina and Rita in 2005 may have been misspent.

A report by the Housing and Urban Development Department's inspector general says some homeowners who got grants of up to $30,000 used the money for something else, and that others didn't provide sufficient documents to state officials to show that the work was done.

HUD officials say the state is responsible for making sure the money was spent properly. But after seeing similar results in previous audits, HUD officials helped Congress put tighter reins on the program in distributing aid to victims of last fall's superstorm in the Northeast.

Roe v. Wade Back In Federal Legal Spotlight With Arkansas And North Dakota Bans PDF Print E-mail

Rival legal teams are girding for court battles over the coming months on laws enacted in Arkansas and North Dakota that would impose the nation's toughest bans on abortion.

From both sides, attorneys agree that the laws represent an unprecedented frontal assault on the Supreme Court's 1973 Roe v. Wade decision that established a nationwide right to abortion.

The Arkansas law would ban most abortions from the 12th week of pregnancy onward. North Dakota's law would ban abortions as early as six weeks into a pregnancy, when a fetal heartbeat can first be detected.

Abortion-rights advocates will challenge both measures, contending they violate the Roe ruling that legalized abortion until a fetus could survive outside the womb. A fetus is generally considered viable at 22 to 24 weeks.
